The main reasons for refusal were concerns about side effects, a lack of trust in the government to ensure the vaccines are safe, the role of politics in the development of the vaccines, and a belief that the dangers of COVID-19 had been exaggerated.

In North Carolina, public health officials revealed that more than 50% of those working in nursing homes have so far refused to get vaccinated.
